Despite these changes, CISA remains without a permanent Senate-confirmed director since President Trump’s return to office in 2021. The White House nominated Sean Plankey for this role earlier this year but has yet to secure the required majority vote in the U.S. Senate. Sen. Ron Wyden previously blocked Plankey's nomination until CISA released an unclassified report detailing cybersecurity flaws at major telecommunications companies, following hundreds of hacks by a China-backed group known as Salt Typhoon.

Recent Departures and Unresolved Issues

The agency has also lost another high-ranking official in Bob Costello, the chief information officer responsible for overseeing CISA’s IT systems. Gottumukkala attempted to transfer Costello but faced opposition from unnamed political appointees. McCarthy, a spokesperson for CISA, did not comment on Costello's departure when contacted by TechCrunch.
